Letter from attorney Pat English to CEO of the United States Anti-Doping Agency

This is a letter (see PDF file link below) from attorney Pat English, who handles Main Events, Guillermo Rigondeaux, among others in the sport, to CEO of the United States Anti-Doping Agency Travis Tygart.
It is regarding the email sent to Erik Morales and his proposed two year ban for testing positive for Clenbuterol twice leading into the October 20, 2012 world title fight with Danny Garcia for the WBC and WBA junior welterweight titles.
While Mr. English does not represent Mr. Morales, the issue he addresses, the validity of the ban and the jurisdiction USADA is claiming, is in the public interest.
